AARP Nebraska Volunteers Advocate for Issues at State Capitol

AARP Nebraska's annual Lobby Week, March 17-21, 2025, presents an excellent opportunity for AARP volunteers and constituents to engage with state legislative priorities and have meaningful discussions with their state senator.

Over 35 AARP Nebraska volunteers and constituents convened at the Nebraska State Capitol the week of March 17 to engage with lawmakers and advocate for issues critical to residents aged 50 and older, including aging in place, affordable housing, social connectedness, and fraud prevention. Representing cities across the state, they shared personal stories with state senators to highlight the impact of these challenges.

This legislative session, AARP is supporting twelve bills, including Senator Eliot Bostar’s priority bill LB609, now signed into law by Governor Jim Pillen. This new legislation introduces consumer protections against scams involving gift cards and cryptocurrency kiosks. With more than 45,000 cryptocurrency ATMs nationwide, including 168 in Nebraska, the law addresses a growing concern.

Jina Ragland, AARP Nebraska’s Associate State Director of Advocacy and Outreach, emphasized “Change begins with a voice, and that voice is yours. When advocates speak to their representatives, they ensure the struggles and hopes of our communities are heard.”

By 2030, Nebraska’s 65-and-older population is expected to grow by 30%. Data shows 93% of Nebraskans in this age group remain in their homes year-over-year, reflecting the importance of policies supporting aging in place. This year’s AARP Lobby Week coincides with the midpoint of the 90-day legislative session, where senators are focused on the state budget.

Among the session’s key proposals is Senator Glen Meyer’s LB382, which allocates $4 million from the Medicaid Managed Care Excess Profit Fund to Nebraska’s Area Agencies on Aging (AAAs) over the next two years. Facing a $4 million deficit, these agencies offer essential services like educational programs, hot meals, and transportation. Notably, 22 of the state’s 199 aging centers have closed in the past five years. With older adults making up 16% of Nebraska’s population, ensuring their well-being is a priority. The U.S. Surgeon General has advised that a lack of social connection can increase the risk of premature death as much as smoking 15 cigarettes a day, thus it’s crucial to keep these aging centers functioning as a community outlet for some of the most vulnerable to loneliness and social isolation.

Senator Bostar’s LB458 proposes streamlined permit processes—subject to specific regulations such as size restrictions and design standards—for housing developments, including single-family homes, multifamily units, and accessory dwelling units (ADUs). It requires certain cities to permit duplex housing and manufactured homes. ADUs provide affordable housing options for older adults wishing to remain at home with basic care, addressing the state’s housing shortage. While it’s merely one solution to address the need for a diverse set of age-appropriate housing options, it will not solve our overall housing issues.

AARP’s advocacy has seen great success in past sessions, including the Nebraska Caregiver Tax Credit, endorsed and passed last year. Starting in 2025, the nonrefundable tax credit will reimburse up to $2,000 annually for qualifying family caregivers’ eligible out-of-pocket expenses—or up to $3,000 for care involving veterans or individuals with dementia.
