Federal Advocacy Updates - January 2025

The AARP Indiana team is off and running in 2025! To kickoff the year, volunteers and staff met with Senator Todd Young and Congressman Rudy Yakym to discuss the Credit for Caring Act. Read on for more information about the Credit for Caring Act and how their meetings went.

Credit for Caring Act

The Credit for Caring Act (S. 3702/H.R. 3321) is a non-refundable federal tax credit (up to $5,000) for working family caregivers. The bill offsets out-of-pocket caregiving costs, which average $7,200 annually. Eligible expenses include, but are not limited to, home health aide services, home modifications, assistive technology, transportation costs, and adult day services. It applies to 30% of eligible caregiving expenses over $2,000.

Senator Todd Young - January 8, 2025

AARP Indiana staff and volunteers met virtually with Senator Todd Young to discuss the Credit for Caring Act on January 8th, 2025. Senator Young sits on the Senate Finance Committee and will have a hand in crafting the tax legislative package that will likely take shape in a budget reconciliation bill.

It was shared with Senator Young that an estimated 790,000 Hoosier family caregivers provide approximately $10.8 billion in unpaid labor every year. AARP Indiana Federal Advocacy Bench volunteers, Steve Ironmonger and Robyn Grant, were present during the meeting and they shared their personal caregiving stories, which the Senator appreciated.

AARP Indiana State Director, Sarah Waddle highlighted the importance of preventing individuals from resorting to long-term care settings prematurely and keeping people in their homes and communities, where they want to be.

Senator Young was receptive to the bill and feels it stands a good chance for inclusion in any budget reconciliation legislation, depending on the financing and eligibility criteria. He also agreed on the importance of keeping people in their homes and communities.

At the close of the meeting, Senator Young praised AARP Indiana for its trusted and thorough research on such issues.

Congressman Yakym - January 10, 2025

Emily Gorman, Addison Pollock, and volunteer Hosea Drake met with Congressman Rudy Yakym to discuss the Credit for Caring Act on January 10th, 2025. As a member of the Ways and Means Committee, Congressman Yakym will have a say in the forthcoming budget reconciliation bill, which is expected to center around tax relief and other related matters.

Congressman Yakym was knowledgeable about the bill and asked clarifying questions about the tax credit's mechanics, as well as its Congressional Budget Office (CBO) score. He shared insights into his role on the Ways and Means Committee and the committee's discussions on bills such as the Credit for Caring Act.

Overall, Congressman Yakym had a positive outlook about supporting caregivers and was open to continued dialogue on the matter of including such language in a larger budget reconciliation bill.

All three volunteers shared their personal caregiving stories, which is no easy task as they provide glimpses into personal and family experiences. Their testimonials, paired with AARP research on the Credit for Caring Act, resonated greatly and demonstrated the need for the passage of such a bill.
