Arnold acquired the former Collins Tract in 1997 through a 1/4-cent sales tax that went into effect in January 1998 and was levied to last eight years. The city paid off the debt early in March 2002, four years earlier than expected.In conjunction with the Missouri Department of Conservation, the Parks Department plans to build additional ponds that can be used for fishing and will improve wildlife habitat.
